Within its program of strengthening public
resilience to disinformation and other forms of information manipulation,
National Democratic Institute seeks to contract a firm, agency, or individual
consultant for service of implementation of five (5) local citizen initiatives
in five (5) municipalities in RS. This request for proposals enumerates the
responsibilities of the firm, agency, or individual consultant to conduct those
five local initiatives.
DESCRIPTION
OF SERVICES REQUIRED
NDI is seeking a firm, agency, or individual
consultant to conduct an analysis and provide creative ideas for the creation
and dissemination/implementation of citizen initiatives.
Proposed local initiatives implemented in five
municipalities (one per municipality) are to be designed and implemented to
support citizens’ activism and citizen’s inclusion in democratic processes in
their local communities under the motto “Democracy and active citizens are
fighting disinformation”.
Initiatives would be implemented in close coordination
with NDI and would need to centre on addressing public priorities of identified
local communities (such as but not limited to justice, freedom of expression,
election integrity, and elevating the status of women, youth, and other
marginalised groups) through civic and democratic initiatives.
Initiatives are to be implemented in the following
five targeted communities – Banjaluka, Bijeljina, Doboj, Prijedor, and Zvornik
in the period starting November 2023 and ending March 2024, with one initiative
implemented per month starting November 2023.
EXPECTED
DELIVERABLES
Contracted entity would have to:

Conduct context assessment in five targeted
municipalities identifying potentials for local citizens initiatives supporting
citizens’ activism and inclusion in democratic processes;
–
Based on the conducted assessment, design, prepare, and
implement up to five local initiatives in five targeted municipalities (one per
municipality). Within this activity, and in close coordination with NDI, the
contracted entity would have to:
o Develop
implementation plan;
o Develop
a creative campaign message, as well as design, produce, and distribute printed
and/or other materials to support the initiative message;
o If
the activity planned requests local partners, conduct analysis of potential
local partners for activity implementation, as well as establish and maintain
contacts during the activity implementation; and
o If
the activity planned requests, perform all logistical tasks such as engagement
of volunteers and/or staff, renting venues and equipment, transportation, etc.

Produce separate written reports on each of the five
implemented local initiatives
PROPOSAL INFORMATION
Please indicate in the
proposal your or the firm’s/agency’s qualifications and capacities to conduct the above
described activities, a monetary bid in BAM
for completing such work, and additional information pertinent to NDI’s
selection process.
To assist NDI in assessing
your or the firm’s/organisation’s/agency’s
qualifications, your proposal MUST
include the following:

General information about the
individual or the firm/organisation/agency applying;
–
Detailed description and
implementation plan for proposed activities per municipality fitting the
above-described goal; and
–
Detailed budget per activity
per municipality.
Total budget
for five local initiatives must not exceed $50k with all costs, taxes and fees
included.
